fix(frigate): add fallback for OpenVino labelmap file

The omz_tools Python import may fail silently, leaving
/openvino-model/coco_91cl_bkgr.txt missing and causing Frigate to
crash-loop on startup. Try omz_tools first, then find, then download
from OpenVINO Model Zoo.
