tools/pve: source telemetry and core helpers from the core repo

Thirty scripts still pulled misc/api.func out of this repo, and three of
them misc/core.func, while update-apps.sh had already moved to the
community-scripts/core layout. Point the rest at the same place so the
directory stops being split across two sources.

misc/api.func is the monolithic predecessor of what core now ships split
into api/api.func and api/telemetry.func; both define init_tool_telemetry.
core/core.func carries every function misc/core.func has except
parse_dev_mode, which moved to core/dev-mode.func and is used by no
script here.

misc/api.func stays: vm/*.sh, misc/vm-core.func and turnkey.sh still
source it.
