fix: pin NODE_VERSION for nodecast-tv and wealthfolio

nodecast-tv: NODE_VERSION=20 (upstream Dockerfile uses nodesource/setup_20.x)
wealthfolio: NODE_VERSION=20 (upstream Dockerfile uses node:20-alpine)
